A single standard for traffic cameras has been developed
Equipment designed for photographing and videotaping traffic accidents and traffic violations must now comply with the new standard. GOST will become effective in the country on June 1, 2017, so there is time to check the already installed equipment and replace some of the devices. The order to introduce the new standard has already been signed by the head of Rosstandart, A. Romanov, so it cannot be attributed to rumors or assumptions.
Among the specified characteristics cameras were:

Ranges of vehicle speed measurements;

Car sign recognition parameters – devices are not able to do this in every case.;

A list of conditions under which it is acceptable to install a dummy instead of working equipment.
It is also clearly stated that it is prohibited to use equipment that operates intermittently, has damage that prevents monitoring of the situation or may do so in the future.
The question of what will happen to the existing cameras remains open. Some of them may not "fit" into the new GOST, so they will either be temporarily left in place or mounted at minor road junctions. Alternative solutions are also possible, which have not yet been announced.
